To fulfill her end of the bargain, she must participate in a series of films entitled propos, as propaganda for the rebellion. Meanwhile, the capitol's secret plan of bombing district 13 comes to light, and the rebels launch their own military strategy against the capitol, in retaliation. For this purpose, katniss is sent on a coverup propos assignment to capitol, along with her teammates, and peeta, under the orders of president coin. However, the assignment in a supposedly 'safe' zone, goes drastically out of control, leading to complete and utter disaster, forcing katniss to take charge.
